He was also the Chinese Ambassador to the United States from 1988 to 1991. Zhang Huai-xin was educated at the Shanghai Jiao Tong University and the Central Party School. He began his career in the Chinese Communist Party in 1945 and rose through the ranks to become the Vice Premier of the People's Republic of China in 1983. He was responsible for the economic and foreign affairs of the country during his tenure. Zhang Huai-xin was also the Chinese Ambassador to the United States from 1988 to 1991.
