Roy Padilla Sr. was born to Casimero Bustamante Padilla and his wife, Maria Padilla. He was the eldest of five children. He attended the University of the Philippines and graduated with a degree in law. Padilla Sr. began his political career in the 1950s, when he was elected to the Philippine House of Representatives. He served in the House for two terms, from 1957 to 1961. He then served as a senator from 1961 to 1967. Padilla Sr. was a member of the Liberal Party and was a close ally of President Ferdinand Marcos. He was appointed as the Secretary of Justice in 1972 and served until the end of Marcos' term in 1986. Padilla Sr. was also a successful businessman. He owned several businesses, including a construction company, a real estate firm, and a shipping company. Padilla Sr. was married to his wife, Maria, for over 50 years. They had four children, including actor and politician, Robin Padilla. Padilla Sr. passed away on April 15, 2018, at the age of 92.
