Richard Koo is a Japanese economist and Chief Economist of the Nomura Research Institute. He is best known for his work on balance sheet recessions, which he first proposed in 2003. He is the author of The Holy Grail of Macroeconomics: Lessons from Japan's Great Recession, which was published in 2009. Koo was born in Kobe, Hyogo, Japan in 1954. He graduated from the University of Tokyo in 1977 with a degree in economics. He then went on to earn a master's degree in economics from the University of Pennsylvania in 1979. Koo began his career as an economist at the Bank of Japan in 1979. He then moved to the Nomura Research Institute in 1985, where he has been ever since. He was appointed Chief Economist in 2003. Koo is a prolific writer and has published numerous books and articles on macroeconomics, including The Holy Grail of Macroeconomics: Lessons from Japan's Great Recession. He has also written extensively on the Japanese economy and its recovery from the Great Recession. Koo is married and has two children. He currently resides in Tokyo, Japan.

Landon Thomas wrote about Koo's analysis in late 2011 in the New York Times, saying that Koo's 2011 "causes, cure, and politics" publication "has gone viral on the Web". Thomas was discussing the divergence between the way the U.S. and British governments addressed their banking crises in the 2008-9 financial crisis and the way Europe was beginning to in late 2011.

Koo was born in Kobe. His father, Koo Kwang-ming, was an activist in the Taiwan independence movement then living in exile in Japan, and the brother of the prominent Taiwanese businessman Koo Chen-fu. Koo lived in Tokyo for 13 years in his youth, and later attended the University of California, Berkeley where he received a BA in Political Science and Government in 1976. He then proceeded to Johns Hopkins University for graduate school, where he received an MA in 1981.
