He competed in the 1980 and 1984 Olympic Games, winning a bronze medal in the 400m individual medley in 1984. After retiring from competitive swimming, Budgett studied medicine at the University of Glasgow and qualified as a doctor in 1989. He then worked as a doctor in the British Army, before joining the International Olympic Committee (IOC) in 1996. He was appointed as the IOC's Medical and Scientific Director in 2000, and has since been responsible for the medical and scientific aspects of the Olympic Games.
