Phillip Carter is an American politician and lawyer who served as the United States Secretary of the Army from 2009 to 2011. He was born on October 15, 1959, in Atlanta, Georgia. He graduated from the University of Georgia in 1981 with a Bachelor of Arts degree in political science. He then attended Harvard Law School, where he earned his Juris Doctor degree in 1984. Carter began his career as a law clerk for Judge J. Owen Forrester of the United States District Court for the Northern District of Georgia. He then served as an associate at the law firm of King & Spalding in Atlanta. In 1989, he joined the United States Army Reserve and was commissioned as a captain in the Judge Advocate General's Corps. Carter served in the United States Army Reserve for more than 20 years, retiring in 2009 with the rank of colonel. During his military service, he was awarded the Legion of Merit, the Bronze Star Medal, and the Meritorious Service Medal. In 2009, President Barack Obama nominated Carter to serve as the United States Secretary of the Army. He was confirmed by the United States Senate on April 28, 2009, and served until June 30, 2011. In addition to his military and political career, Carter has served on the boards of several organizations, including the National Defense University, the United Service Organizations, and the United States Naval Academy Foundation.
