Patricia Espinosa is a Mexican politician and diplomat who has served in various government positions, including as Secretary of Foreign Affairs from 2006 to 2012 and as Executive Secretary of the United Nations Framework Convention on Climate Change from 2016 to 2020. She is currently the President of the Global Commission on Adaptation. Espinosa was born on 21 October 1958 in Mexico City, Mexico. She studied law at the National Autonomous University of Mexico and obtained a master's degree in international law from the University of Paris. Espinosa began her career in the Mexican government in the early 1980s, working in the Ministry of Foreign Affairs. She was appointed Secretary of Foreign Affairs in 2006, a position she held until 2012. During her tenure, she was responsible for the negotiation of the Paris Agreement on climate change. In 2016, Espinosa was appointed Executive Secretary of the United Nations Framework Convention on Climate Change, a position she held until 2020. She was also appointed President of the Global Commission on Adaptation in 2020. Espinosa has received numerous awards and honors for her work in the field of climate change, including the United Nations Champions of the Earth Award in 2018. She is also a member of the Club of Madrid, an organization of former heads of state and government.

On November 28, 2006, President-elect Felipe Calderón announced that she would serve as his Secretary of Foreign Affairs starting on December 1, 2006. Her priorities included the diversification of the United States-Mexico agenda (heavily concentrated on immigration and security issues) and the rebuilding of diplomatic relations with Cuba and Venezuela, which were strained during the previous administration.
