Oleksiy Kostusyev is a Russian politician and former governor of the Sakhalin Oblast. He was born in Nevelsk, Russia, and graduated from the Moscow State Institute of International Relations in 1977. He then worked in the Soviet Ministry of Foreign Affairs, and later in the Russian Ministry of Foreign Affairs. Kostusyev was appointed governor of the Sakhalin Oblast in 2000, and served until his resignation in 2006. During his tenure, he was credited with improving the region's infrastructure and economy. He also worked to improve relations between Russia and Japan, and was instrumental in the signing of the Sakhalin-2 energy project. Kostusyev is currently a member of the Federation Council of Russia, and is the chairman of the Committee on International Affairs. He is also a member of the United Russia party. Kostusyev is married and has two children.
