Neil Harper (born 21 February 1965) is a male retired British swimmer. Harper competed at the 1984 Summer Olympics and the 1988 Summer Olympics. He represented England and won a silver medal in the 4 x 100 metres medley relay, at the 1986 Commonwealth Games in Edinburgh, Scotland, in addition to competing in the 100 metres backstroke event. He also won the 1986 ASA National Championship title in the 100 metres backstroke.
