He was born on 21 October 1955 in Kinshasa, the capital of the Democratic Republic of the Congo. He studied at the University of Kinshasa and obtained a degree in economics. He began his political career in the early 1980s, when he was appointed as the Minister of Finance in the government of Prime Minister Kengo Wa Dondo. He served in this position until 1985, when he was appointed as the Prime Minister of the Democratic Republic of the Congo. He served in this position until 1990, when he was replaced by Faustin Birindwa. Since then, he has held various positions in the government, including Minister of Planning and International Cooperation, Minister of State for the Economy and Finance, and Minister of State for the Budget.
