Zubay attended John Carroll University and received his Bachelor of Arts degree in 1947. He then attended the Cleveland-Marshall College of Law and received his Juris Doctor in 1950. Zubay served in the United States Army from 1943 to 1946. He was a member of the Ohio House of Representatives from 1967 to 1972. He was a member of the Ohio Senate from 1973 to 1982. Zubay was a member of the Ohio Constitutional Modernization Commission from 1983 to 1985. He was a member of the Ohio Supreme Court Commission on the Rules of Practice and Procedure from 1985 to 1988. Zubay is married to his wife, Mary, and has two children. He is 86 years old.
