Joycelyn Elders is an American physician and public health administrator. She was the first African American and the second woman to serve as Surgeon General of the United States. She served from 1993 to 1994 under President Bill Clinton. Elders was born Minnie Lee Jones in Schall, Arkansas, on August 13, 1933. She was the eldest of eight children born to sharecroppers. She attended segregated schools in Arkansas and graduated from Philander Smith College in Little Rock in 1952. She then attended the University of Arkansas Medical School, where she earned her medical degree in 1960. Elders began her career as a pediatrician in Arkansas, and later served as the director of the Arkansas Department of Health from 1987 to 1993. In 1993, President Clinton appointed her as the 15th Surgeon General of the United States. As Surgeon General, she advocated for preventive health care, sex education, and drug legalization. In 1994, Elders was forced to resign after making controversial comments about drug legalization and masturbation. After her resignation, she continued to work in public health, serving as a professor of pediatrics at the University of Arkansas for Medical Sciences and as a visiting professor at Morehouse School of Medicine. Elders has received numerous awards and honors for her work in public health, including the Presidential Citizens Medal, the National Medical Association's Lifetime Achievement Award, and the American Academy of Pediatrics' C. Everett Koop Award. She was inducted into the National Women's Hall of Fame in 1998.
