Gerry Cowper is an English actress who has appeared in a variety of television, film, and stage productions. She is best known for her roles in the BBC series EastEnders and the ITV series The Bill. Cowper was born in London on 23 June 1958. She trained at the Guildhall School of Music and Drama, graduating in 1979. Cowper's first television role was in the BBC series EastEnders, playing the role of Debbie Wilkins from 1985 to 1988. She then went on to appear in the ITV series The Bill, playing the role of PC Cathy Bradford from 1989 to 1992. Cowper has also appeared in a variety of other television series, including Casualty, Holby City, The Bill, and Doctors. She has also appeared in films such as The Mummy Returns and The Descent. In addition to her acting career, Cowper has also worked as a voice-over artist, providing the voice for the character of Mrs. Pott in the animated series Thomas & Friends. Cowper is married to actor and director David Threlfall, with whom she has two children.

Cowper also played Lucy Hacker, the daughter of Jim Hacker, in the BBC comedy series Yes Minister, although only in one episode. She featured in two episodes of Only Fools and Horses – "Tea for Three" and "The Frog's Legacy" – as Trigger's niece Lisa, and also appeared in Bachelor Father. In her early teens, Cowper made an uncredited appearance in Alfred Hitchcock's Frenzy (1972) and played Rowan Morrison in the horror film The Wicker Man (1973).
