Donna Tanoue is an American lawyer and former chair of the Federal Deposit Insurance Corporation (FDIC). She was born on May 5, 1954 in Honolulu, Hawaii. She graduated from the University of Hawaii in 1976 and received her law degree from the University of California, Berkeley in 1979. Tanoue began her career as a law clerk for the Honorable Samuel P. King of the United States District Court for the District of Hawaii. She then worked as an associate at the law firm of Goodsill Anderson Quinn & Stifel in Honolulu. In 1983, she joined the FDIC as a staff attorney in the Division of Supervision. She was promoted to assistant regional counsel in 1985 and to regional counsel in 1988. In 1993, Tanoue was appointed by President Bill Clinton to serve as the FDIC's regional director for the Pacific Region. She was appointed to the FDIC Board of Directors in 1998 and was named chair in 2001. She served in this role until her retirement in 2005. Tanoue is currently a partner at the law firm of Davis Wright Tremaine LLP in Honolulu. She is also a member of the board of directors of Hawaiian Electric Industries, Inc. and the Hawaii Community Foundation.

Tanoue's FDIC took an aggressive approach to supervising federally insured financial institutions to ensure their readiness for the Year 2000 date change. Tanoue personally appeared on network television news programs to describe the banking industry’s preparedness for Year 2000, assuring the public that there would be no significant disruptions in the banking system because of Y2K.

1987

Before she became FDIC Chairman, Tanoue was a partner in the Hawaii law firm of Goodsill Anderson Quinn & Stifel, which she joined in 1987. She specialized in banking, real estate finance, and governmental affairs.

1983

From 1983 to 1987, Tanoue was Commissioner of Financial Institutions for the State of Hawaii. In that post, she was the primary state regulator for state-chartered banks, savings and loan associations, trust companies, industrial loan companies, credit unions, and escrow depository companies. Tanoue also served as Special Deputy Attorney General to the Department of Commerce and Consumer Affairs for the State of Hawaii from 1981 to 1983.
