He attended the University of Missouri, where he earned a Bachelor of Arts degree in political science in 1977. Owen was appointed Secretary of Housing and Urban Development by President Jimmy Carter in 1977. He served in this position until 1981. During his tenure, he worked to improve the quality of public housing and to increase the availability of affordable housing. He also worked to reduce the number of homeless people in the United States. After leaving office, Owen returned to Missouri and became a partner in a law firm. He also served as a member of the Missouri House of Representatives from 1983 to 1991. In 1992, he was elected to the United States House of Representatives, where he served until 1997.
