Parker was born in Islington, London, England, on 14 February 1944. He attended the Royal College of Art in London, where he studied graphic design and illustration. After graduating, he worked as a copywriter for an advertising agency before becoming a director of television commercials. In 1976, Parker made his feature film debut with Bugsy Malone, a musical gangster comedy starring Jodie Foster and Scott Baio. The film was a success and earned Parker a BAFTA Award for Best Direction. In 1978, Parker directed Midnight Express, a drama based on the true story of an American student who is arrested and sentenced to a Turkish prison for drug smuggling.
