Mangungu holds a Bachelor of Arts degree in Political Science from the University of Dar es Salaam and a Master of Arts degree in International Relations from the University of Manchester. Mangungu began his political career in 2005 when he was elected as a Member of Parliament for the constituency of Mvomero in the Morogoro Region. He was re-elected in 2010 and 2015. In 2016, he was appointed as the Minister of State in the President's Office for Regional Administration and Local Government. Mangungu is married and has two children.
